Gunter Rochow
, is an international consultant with extensive experience in governance, public sector reform, human resources (planning, development and adjustment), private sector development and institutional strengthening, with a view to achieving greater productivity, competitiveness, effectiveness and efficiency, while minimizing the social cost.

Mr. Rochow obtained his direct international consulting experience in: Barbados, Bosnia-Herzegovina, Brazil, Colombia, Costa Rica, Ecuador, Egypt, Guatemala, Haiti, Honduras, Indonesia, Jamaica, Mexico, Russia, Perú, Uruguay and Venezuela, and lived, worked or travelled in 20 other countries.

Languages: He is fluent (spoken and written) in English, French, Spanish and German and has good oral and reading comprehension in other languages, such as Portuguese, Italian and Dutch.
Lead Geographic Expert: Latin America, the Caribbean, Russia and Indonesia.
Lead Subject Expert: Governance, Organization, Human Resources Policy, Education and Training, Poverty Reduction (including PRSP, Integrated Framework).
Lead Technical Expert: Results-Based Management, Monitoring and Evaluation.


Key Results Achieved:
  • Recommendations from the Integrated Framework evaluation, which he directed, are being applied to new Least Developed Countries (LDCs).
  • A broad local governance concept for education, which he recommended, has been passed into Indonesian law.
  • Functional Analysis technology was transferred to Brazil, facilitators and trainers of facilitators trained, and about 300 occupational families of Brazil’s new occupational classification were profiled, under a technology transfer project, which he directed.
  • Designed a basic framework for modelling educational O+M funding from national sources, which served Indonesia’s central government and about 30 provinces and 360 districts before the introduction of decentralization.
  • Developed a human resource adjustment process, which resulted in Ministerial Decree 2151 of December 30, 1992 (Colombia), in accordance with which the public employees of about 165 governmental entities were assisted in their transition to the private sector.
