Capra International referenced as evaluation provider in World Bank source book
The Independent Evaluation Group (IEG) of The World Bank, published the Summary of the Final Report of the second Evaluation of the Integrated Framework for Trade-related Technical Assistance to the Least-developed Countries (IF) in its new Sourcebook of Indicative Principles and Standards for Evaluating Global and Regional Partnership Programs (2007). Capra International Inc., in collaboration with the Trade Facilitation Office Canada (TFOC) executed that evaluation in 2003. For the summary report click here.

North American Forest Commission, Evaluation
The Commissioners of the North American Forest Commission agreed during the Twenty-third Session of the Commission in Vancouver, Canada, from 23 to 24 October 2006 that “the evaluation [led by Gunter Rochow of Capra International Inc.] process had been worthwhile. Not only had it highlighted areas where improvements were needed, but it had also served to highlight the importance which the three forest services [i.e. Canada, Mexico and USA] attached to collaboration among their scientists and technical experts.”

AID FOR TRADE TASK FORCE RECOMMENDATIONS STARTING TO TAKE SHAPE
“At the 29 May meeting of the WTO's Aid for Trade (A4T) Task Force, WTO Director-General Pascal Lamy presented the findings of his bilateral consultations with various international organisations, financial institutions and WTO Members.
… Canadian Ambassador Don Stephenson reported on the final recommendations of the Integrated Framework Task Force (IFTF), which he chairs. Specifically, it has suggested to Members that the Integrated Framework should remain a least-developed country (LDC)-specific mechanism, but that its governance, implementation, and beneficiary country 'ownership' need to be improved.”
Note: Ambassador Stephenson’s recommendations are in full accord with the recommendations of the 2003 Evaluation of the IF undertaken by Capra International Inc.

Horizontal Policy Management
Gunter Rochow, President of Capra International Inc., led a two-day course on Horizontal Policy Management on behalf of Federated Press, from January 10-11, 2006, at the Fairmont Chateau Laurier Hotel, Ottawa. Five co-lecturers from federal government departments and the private sector provided valuable practical insights into the strategic and day-to-day aspects of horizontal policy management. Horizontal refers to policy, program and project initiatives that can involve intra- and interdepartmental, inter-jurisdictional or international interests and stakeholders. Such projects focus on outcomes and impacts to which all contribute. They are highly complex due to distributed accountabilities, the need for control and the requirement to measure results both at the level of participating entities and for the policy, program, project, or initiative as a whole. The presenters agreed that there is no one right way to manage horizontal policies and that the practitioners are still in a learning mode. While horizontal initiatives can be initiated at any level, policies or projects involving the federal government, should benefit from central agency coordination and support. Communication Theory in Reporting Evaluation Findings in Multi-Institutional Int

This presentation concerns the communication aspect of a formative meta-evaluation undertaken by Capra International Inc. in collaboration with the Trade Facilitation Office Canada (TFOC) under the title: Evaluation of the Integrated Framework [IF] for Trade-Related Technical Assistance to the Least Developed Countries. The client was the IF Steering Committee consisting of representatives from: The World Trade Organization (WTO), the International Trade Centre (ITC), The World Bank (WB), the International Monetary Fund (IMF), the United Nations Development Program (UNDP), the United Nations Conference on Trade and Development (UNCTAD), several donor countries including Canada and the USA (2), as well as 19 least developed countries (LDCs) (3). The WTO subsequently published the summary evaluation report in its website (4), and the World Bank Operations Evaluation Department, in one of its own internal evaluations, endorsed several important findings of this IF evaluation (5). The diverse client group expected to use the evaluation to improve global functioning of the IF and to enable LDCs to strengthen their individual IF performance. This required a pluralistic approach and action-oriented professional communication of the evaluation findings that was sensitive to each country's unique socio-economic and cultural features and values.

Ron Crossland Dazzles
Ron Crossland dazzled the participants in the first Ottawa Leadership Development Workshop, The Leadership Experience, with his brilliant style as facilitator. The two-day workshop, which was held in the Chimo Hotel on April 28 and 29, attracted participants from public and private service providers.
The workshop was a fast-paced participatory adventure that was peppered with worldwide multimedia examples of leadership excellence that helped the executives and managers who attended the event to analyze their own leadership styles as reflected in the three labours which leaders must undertake: navigation, architecture and community. This workshop approached the issues from the perspective of organizations rather than individuals. Effective leadership is the most critical soft skill needed to enhance productivity and competitiveness.
Ron Crossland is the Vice Chair of Bluepoint Leadership Development, formerly the Tom Peters Company, named after the lead author of the best-selling In Search of Excellence. The event was organized in Ottawa by Capra International Inc., a Bluepoint Associate.
Capra will offer further leadership workshops of this type in Ottawa in the near future, as well as elsewhere in Canada and internationally. Inquiries are welcome.

ZAMBIA TO LEAD LDC GROUP IN WTO WORK
The Zambian government, represented by Commerce, Trade, and Industry Minister Dipak Patel, has been elected to chair and coordinate the work of the 50 least-developed country (LDC) Members of the WTO in 2005. In an interview in Lusaka, Patel pointed to the significance of this appointment in the run-up to the Hong Kong Ministerial Conference in December 2005.
He noted that it would provide Zambia with a "unique chance" to help guide the negotiation process during this important period, and added that "it is an honour and privilege for Zambia to be elected to do this noble task of chairing and coordinating all the LDCs' activities."

Economic Cooperation Agreement Signed
The Common Market of the South (Mercosur) and the Andean Community (Ancom) recently created the world's fifth largest trade bloc by signing the Economic Cooperation Agreement (ECA). Mercosur members include Argentina, Brazil, Paraguay and Uruguay and Ancom includes Bolivia, Columbia, Ecuador, Peru and Venezuela. Upon ratification, the ECA will represent 350 million consumers and cover an area of 17 million square km. With an estimated gross national product of US$800 billion, and with member trade expected to reach $30 billion, it represents considerable opportunities for Canadian exporters and investors.
