  • As a member of a Government-Private Sector mission explore the potential for Human Resource Adjustment and Institutional Strengthening with a focus on demobilized soldiers and returning refugees.   

Brazil

  • Serviçio Nacional de Aprendizagen Industrial (SENAI) / Centro Internacional para a Educação, Trabalho e Transferência de Tecnologia (CIET) [National Industrial Training Service] and Ministry of Employment and Labour: Plan and track a project of functional analysis (DACUM) to define the skill contents of about 300 occupational families within Brazil's new Occupational Classification. This involved training facilitators and trainers of facilitators. (1998-2002)
  • Development of a Geopolitical Analysis Framework for International Relations in Natural Resources and its application in Brazil.
  • Fundação Instituto de Pesquisas Econômicas (FIPE) [Foundation Institute for Economic Research], University of São Paulo, Brazil. Conduct a DACUM workshop (2010).

  • In the context of trade liberalization (Apertura) and Colombia's Modernization of the State program, design a Human Resource Adjustment Program for application in the private and public sectors, respectively. The latter was implemented under Presidential Decree 2151 (December 30, 1992).
  • World Bank. Advise Econometría on the design of a summative evaluation framework for the Labour Adjustment Program, a program of the National Training Service (SENA) (1998).
  • World Bank. Design and execute a formative evaluation of the Labour Adjustment Program, a program of the National Training Service (SENA) (1993).

  • Evaluate the Canada Investment Fund for Africa in the Democratic Republic of Congo.

Costa Rica

  • Advise the ILO International Training Centre on options for the introduction in Costa Rica of occupational standards.

Djibouti

  • Evaluated in Djibouti the functioning of the Integrated Framework for Trade-related Technical Assistance to the Least Developed Countries.

Ecuador

  • Advise the Government of Ecuador on the human resource aspects of restructuring the Port of Guayaquil, the railway and the post office.

Egypt

  • Assess in-house training system for five factories and recommend enhancements.
  • As member of the faculty of the Harvard in Egypt Workshop 1995 on Privatization, lecture on labour adjustment measures.

Ethiopia

  • Evaluated in Ethiopia the functioning of the Integrated Framework for Trade-related Technical Assistance to the Least Developed Countries.

Gambia, The

  • Develop a Concept Paper and work plan for the rationalization of employment in the central government of Honduras.

India

  • Development of a Geopolitical Analysis Framework for International Relations in Natural Resources and its application in India.

Indonesia

  • Under subcontract to P.T. Hickling Indonesia,
    • Participate in Inception Mission for the Governance Reform Support Project, defining potential activities in educational decentralization, for execution at the national, provincial and local levels.
    • As a response to the Asian financial crisis, design an interactive dynamic formula for use by the National Development Planning Agency in O+M funding of about 360 Districts, taking account of poverty levels.
    • Design a Concept Paper on Educational Decentralization and develop four related policy papers on Educational Finance, Educational Organization, Educational Human Resources and Communication.
    • Trained the first group of Indonesian Functional Analysis Facilitators. Prepared the Functional Analysis Facilitator Guide to Train-the Trainers.
    • Within strong collaborative partnerships, has worked extensively with government, national and international associations, technical groups and labour unions. Through industry forums, he has fostered human resources building capacity.

  • In the context of an export development program, assess the adequacy of employer-driven technical training.

Kenya

  • Evaluate the Canada Investment Fund for Africa in Kenya.

Lesotho

Nicaragua

  • Development of a Monitoring and Evaluation System for the Nicaraguan Citizen Security Program. Inter-American Development Bank with eight entities of the Government of Nicaragua and two NGOs.

Nigeria

  • Evaluate the Canada Investment Fund for Africa in Nigeria.

Peru

  • Advise the Privatization Council of the Government of Peru on human resource adjustment options for state-owned companies to be privatized.

Russian Federation

  • In the context of Russia's transition to a market economy, Capra:
    • designed a Human Resource Adjustment Program for application in cases of mass-lay-off.
    • tested the acceptance of a Human Resource Adjustment Program in a shoe factory in Kungur (Perm Oblast).
    • tested the acceptance of a Human Resource Adjustment Program in both a ball bearing and a magnet factory in Novocherkassk (Rostov-on-Don Oblast).
    • designed and conducted a Russia-wide training program for the personnel of the Federal Employment Service.

Rwanda

  • Evaluate the Canada Investment Fund for Africa in Rwanda.

Senegal

  • Evaluated in Senegal, the functioning of the Integrated Framework for Trade-related Technical Assistance to the Least Developed Countries.
